Lembaga ini berbentuk federasi yang kabarnya didirikan di Bandung pada 1996 lalu bertepatan dengan kejuaraan Asian Championship. Tiga negara berinisiatif menyatukan standarisasi kompetisi dan sertifikasi dalam suatu federasi level regional yaitu Indonesia (FPTI), Malaysia (PMM), Singapura (SMF). Dan sekarang anggotanya sudah 7 Negara. saat SCAT (Thailand), SCAPI (Phillipinnes), BSCF (Brunei Darussalam), dan CCF (Cambodia Climbing Federation) ikut bergabung.
